- Comprehend Virginia’s current policies and laws on hand tabulation of ballots.
- Understand the work done in other states on methods of hand counting ballots, using absolutely secure ballot boxes and ballots and apply them to Virginia.
- Other Virginia counties can join.
- Assess the cost and benefits of hand counting ballots.
- Assess what laws and policies should change to adopt ballot hand counting in elections
- Demonstrate and document the process to the public and officials.
